David Beals was born in Newburgh, N.Y., and served in the U.S. Navy for six years. He is a life member of the Disabled American Veterans. Mr. Beals received a bachelor's degree from George Washington University and a law degree from Capital University.

Mr. Beals was a legislative assistant to a U.S. congressman for two years, worked for the Federal Bureau of Investigation for two years and taught political science at Ohio University for eight years. He also served four terms on the Athens (Ohio) City Council and was named the national Y.M.C.A. Man of the Year in 1972.

Mr. Beals is a member of the American Association for Justice (AAJ), the Ohio Association for Justice, and the Ohio State and Columbus Bar Associations.
